Gsta Esping-Andersen, one of the foremost contributors to current debates on social security system in the world, offers the key to an understanding the direction. He distinguishes three major types of welfare state, connecting these with variations in the historical development of different Western countries. The three categories of liberal/residual, conservative/paternalistic, and social democratic, are the starting point for serious analysis.
