The social situation in Afghanistan has been extremely unstable even after the collapse of Taliban government in 2001, which affects health and medical activities there. Saku University, commissioned by the Japan International Cooperation Agency（JICA）, conducted a “JICA Young Leaders for Afghanistan Maternal and Child Health Management Course 2017” for 18 participants（obstetricians, midwives and nurses）for two weeks from July 14, 2017 in Saku City, Nagano Prefecture. In Afghanistan, a number of challenges in Afganistan were mentioned, such as shortage of human resources in the health and medical fi eld, great disparities between urban and local areas, lack of communication among professionals in medical institutions, and insuffi cient knowledge of mothers
and other family members of maternal and child health. Problems include low birth weight infants, asphyxia, pneumonia, diarrhea, malnutrition, and postpartum hemorrhage, which can be prevented or improved through health education and better medical technology. In the evaluation questionnaire, participants mentioned that they can make use of the knowledge and skills they gained in Japan directly or apply them in the appropriate ways in their country. Considering unstable social
conditions and a number of challenges, it will take time to implement the action plans.
アフガニスタンの社会情勢は、2001年のタリバン政権崩壊以降も、極めて不安定な状況が続いており、保健医療活動に影響を与えている。佐久大学は、独立行政法人国際協力機構(JICA)の委託を受け18人の研修員(産科医師、助産師、看護師)で構成される「JICA青年研修・アフガニスタン母子保健実施管理コース2017」を長野県、佐久市で2017年7月14日から2週間実施した。現地の課題は、保健医療分野の人材不足、都市と地域間の格差が大きい、医療職間のコミュニケーション不足、母親・家族の母子保健に対する知識の不足等が挙げられていた。健康問題として新生児では、低出生体重児、新生児仮死、乳幼児では下痢、栄養失調、肺炎、母親では産後の出血等であり健康教育と医療技術の向上により予防や改善が可能である。研修員は評価アンケートで、日本で得た知識や技術は直接、又は応用して現地に役立てる事ができる、と述べた。不安定な社会情勢と課題からアクションプランの実施には、時間がかかると思われた。 |
